The work breakdown structure (WBS) is the foundation for all things project management.  It establishes the framework for estimating, assigning resources (human & financial), assessing risk, developing critical path schedules, measuring progress and evaluating potential corrective action plans--including changes.  Basically a project manager without a well developed WBS is like the Emperor without clothes.
