When the discussion centers around continuous improvement it, by default, requires open exchange of ideas about how to improve the level of performance of project management contributors.  There is a need for honest assessment of performance against established objectives AND the creation of a personal improvement plan for each individual performer.  Once performance deficiencies are identified specific steps to resolve the deficiency must be taken.
